{"id":17545,"date":"2021-01-18T20:53:00","date_gmt":"2021-01-18T19:53:00","guid":{"rendered":"https:\/\/dev.beneggiassociati.com\/2021\/01\/18\/contributo-a-fondo-perduto-per-chi-riduce-il-canone-di-locazione\/"},"modified":"2021-01-18T20:53:00","modified_gmt":"2021-01-18T19:53:00","slug":"contributo-a-fondo-perduto-per-chi-riduce-il-canone-di-locazione","status":"publish","type":"post","link":"https:\/\/beneggiassociati.com\/en\/contributo-a-fondo-perduto-per-chi-riduce-il-canone-di-locazione\/","title":{"rendered":"Contributo a fondo perduto per chi riduce il canone di locazione"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>Per il\u00a0solo anno 2021\u00a0al locatore di un\u00a0immobile adibito ad uso abitativo,\u00a0che\u00a0riduce l\u2019importo\u00a0del contratto di locazione, \u00e8 riconosciuto un\u00a0contributo a fondo perduto.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00c8 richiesto che l\u2019immobile sia situato in un\u00a0comune ad alta tensione abitativa\u00a0e costituisca l\u2019abitazione principale del locatario.<\/p>\n<p>&nbsp;<\/p>\n<p>L\u2019elenco dei comuni considerati ad alta \u201ctensione abitativa\u201d dovrebbe essere quello indicato nella\u00a0Delibera CIPE n. 87 del 13.11.2003\u00a0pubblicata sulla G.U. n. 40 del 18 febbraio 2004.<\/p>\n<p>&nbsp;<\/p>\n<p>Il contributo spetta\u00a0fino al 50 per cento\u00a0della riduzione del canone, ed entro il\u00a0limite massimo di 1.200 euro per ciascun locatore,\u00a0nel limite delle risorse destinate.<\/p>\n<p>&nbsp;<\/p>\n<p>Si fa riferimento al contributo a fondo perduto riconosciuto per l\u2019anno 2021, al locatore di\u00a0immobile ad uso abitativo, ubicato in un\u00a0comune ad alta tensione abitativa, che\u00a0costituisca l\u2019abitazione principale\u00a0del locatario, che riduce il canone del contratto di locazione\u00a0in essere alla data del 29 ottobre 2020\u00a0(questa data non \u00e8 riportata nella Legge di bilancio).<\/p>\n<p>&nbsp;<\/p>\n<p>Ai fini del riconoscimento del contributo,\u00a0il locatore comunica, in via telematica, all\u2019Agenzia delle entrate la\u00a0rinegoziazione del canone di locazione\u00a0e ogni altra informazione utile ai fini dell\u2019erogazione.<\/p>\n<p>&nbsp;<\/p>\n<p>Ricordiamo che la norma stabilisce che\u00a0\u201cLa registrazione dell\u2019atto con il quale le parti dispongono esclusivamente la riduzione del canone di un contratto di locazione ancora in essere \u00e8 esente dalle imposte di registro e di bollo\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>A partire dal 1\u00b0 settembre 2020 per comunicare la rinegoziazione del canone dovr\u00e0 essere utilizzato esclusivamente il\u00a0modello RLI\u00a0\u201crichiesta di registrazione e adempimenti successivi contratti di locazione e affitto di immobili\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>Un\u00a0apposito provvedimento\u00a0del direttore dell\u2019Agenzia delle entrate, da adottare entro sessanta giorni dalla data di entrata in vigore della legge di bilancio, individuer\u00e0:<\/p>\n<ul>\n<li>le modalit\u00e0 di attuazione e<\/li>\n<li>la percentuale di riduzione del canone di locazione mediante\u00a0riparto proporzionale\u00a0in relazione alle domande presentate, ai fini del\u00a0rispetto del limite di spesa di 50 milioni\u00a0di euro per l\u2019anno 2021, nonch\u00e9<\/li>\n<li>le modalit\u00e0 di monitoraggio delle comunicazioni.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>In base ai limiti indicati nel caso di riduzione del canone per l\u2019intero anno 2021, \u00e8 riconosciuto, ad ogni locatore, un\u00a0contributo fino ad un massimo di 100 euro mensili per una riduzione del canone pari a 200 euro al mese. Tale contributo sar\u00e0 esente da tassazione come\u00a0qualsiasi contributo erogato in via eccezionale\u00a0a seguito dell\u2019emergenza epidemiologica da Covid-19.<\/p>\n<p>&nbsp;<\/p>\n<p>Il contributo a fondo perduto fino al 50%, previsto dalla legge di Bilancio 2021 a favore del locatore che riconosce una riduzione del canone all\u2019inquilino di un immobile a uso abitativo situato in un comune ad alta tensione abitativa, spetta anche alle imprese, indipendentemente dalla forma giuridica.<\/p>\n<p>&nbsp;<\/p>\n<script>\nvar
