Introdotto dall\u2019art. 22 del Decreto Coesione (DL n. 60\/2024, convertito in legge n. 95\/2024), il bonus \u00e8 stato reso attuativo dal decreto interministeriale Lavoro-Finanze dell\u201911 aprile 2025 e dalle istruzioni operative contenute nella circolare INPS n. 90 del 12 maggio 2025.<\/p>\n<p data-start=\"588\" data-end=\"618\"><strong data-start=\"588\" data-end=\"618\">1. Destinatari e requisiti<\/strong><\/p>\n<p data-start=\"620\" data-end=\"803\">Il bonus \u00e8 destinato ai datori di lavoro privati che, nel periodo compreso tra il 1\u00b0 settembre 2024 e il 31 dicembre 2025, assumano o trasformino a tempo indeterminato lavoratori che:<\/p>\n<ul data-start=\"805\" data-end=\"921\">\n<li data-start=\"805\" data-end=\"844\">\n<p data-start=\"807\" data-end=\"844\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">non abbiano compiuto 35 anni di et\u00e0 alla data dell\u2019assunzione;<\/span><\/p>\n<\/li>\n<li data-start=\"845\" data-end=\"921\">\n<p data-start=\"847\" data-end=\"921\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">non abbiano mai avuto un contratto di lavoro subordinato a tempo indeterminato.<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"923\" data-end=\"936\">Sono esclusi:<\/p>\n<ul data-start=\"938\" data-end=\"1100\">\n<li data-start=\"938\" data-end=\"977\">\n<p data-start=\"940\" data-end=\"977\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">i rapporti di lavoro domestico;<\/span><\/p>\n<\/li>\n<li data-start=\"978\" data-end=\"1019\">\n<p data-start=\"980\" data-end=\"1019\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">i contratti di apprendistato;<\/span><\/p>\n<\/li>\n<li data-start=\"1020\" data-end=\"1100\">\n<p data-start=\"1022\" data-end=\"1100\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">i contratti di lavoro dirigenziale.<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1102\" data-end=\"1133\"><strong data-start=\"1102\" data-end=\"1133\">2. Misura dell\u2019agevolazione<\/strong><\/p>\n<p data-start=\"1135\" data-end=\"1298\">L\u2019incentivo consiste in un esonero del 100% dei contributi previdenziali a carico del datore di lavoro, per una durata massima di 24 mesi, con un tetto mensile di:<\/p>\n<ul data-start=\"1300\" data-end=\"1422\">\n<li data-start=\"1300\" data-end=\"1341\">\n<p data-start=\"1302\" data-end=\"1341\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">500 euro per le assunzioni su tutto il territorio nazionale;<\/span><\/p>\n<\/li>\n<li data-start=\"1342\" data-end=\"1422\">\n<p data-start=\"1344\" data-end=\"1422\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">650 euro per le assunzioni in una delle regioni della Zona Economica Speciale (ZES) unica per il Mezzogiorno (Abruzzo, Molise, Campania, Basilicata, Sicilia, Puglia, Calabria e Sardegna).<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1424\" data-end=\"1463\"><strong data-start=\"1424\" data-end=\"1463\">3. Condizioni specifiche per le ZES<\/strong><\/p>\n<p data-start=\"1465\" data-end=\"1533\">Per le assunzioni nelle regioni ZES, l\u2019agevolazione \u00e8 subordinata a:<\/p>\n<ul data-start=\"1535\" data-end=\"1699\">\n<li data-start=\"1535\" data-end=\"1576\">\n<p data-start=\"1537\" data-end=\"1576\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">presentazione preventiva della domanda all\u2019INPS;<\/span><\/p>\n<\/li>\n<li data-start=\"1577\" data-end=\"1618\">\n<p data-start=\"1579\" data-end=\"1618\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">assunzione successiva alla presentazione della domanda;<\/span><\/p>\n<\/li>\n<li data-start=\"1619\" data-end=\"1699\">\n<p data-start=\"1621\" data-end=\"1699\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">incremento occupazionale netto, calcolato secondo le regole del Regolamento UE n. 651\/2014.<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1701\" data-end=\"1736\"><strong data-start=\"1701\" data-end=\"1736\">4. Compatibilit\u00e0 e cumulabilit\u00e0<\/strong><\/p>\n<p data-start=\"1738\" data-end=\"1815\">L\u2019esonero non \u00e8 cumulabile con altri incentivi contributivi, ad eccezione di:<\/p>\n<ul data-start=\"1817\" data-end=\"1981\">\n<li data-start=\"1817\" data-end=\"1858\">\n<p data-start=\"1819\" data-end=\"1858\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">maxi deduzione del costo del lavoro del 120% introdotta dall\u2019art. 4 del Dlgs n. 216\/2023;<\/span><\/p>\n<\/li>\n<li data-start=\"1859\" data-end=\"1900\">\n<p data-start=\"1861\" data-end=\"1900\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">esonero dell\u20191% dei contributi previdenziali per le aziende con certificazione della parit\u00e0 di genere (art. 5 della legge n. 162\/2021);<\/span><\/p>\n<\/li>\n<li data-start=\"1901\" data-end=\"1981\">\n<p data-start=\"1903\" data-end=\"1981\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">ulteriori esoneri previsti in favore del dipendente (es. lavoratrici madri).<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1983\" data-end=\"2012\"><strong data-start=\"1983\" data-end=\"2012\">5. Procedura di richiesta<\/strong><\/p>\n<p data-start=\"2014\" data-end=\"2267\">La domanda deve essere presentata esclusivamente in via telematica attraverso il Portale delle Agevolazioni (ex DiResCo), sezione \u201cIncentivi Decreto Coesione \u2013 Articolo 22 \u2013 Giovani\u201d. Il modulo, disponibile dal 16 maggio 2025, richiede l\u2019inserimento di:<\/p>\n<ul data-start=\"2269\" data-end=\"2517\">\n<li data-start=\"2269\" data-end=\"2310\">\n<p data-start=\"2271\" data-end=\"2310\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">dati identificativi dell\u2019impresa;<\/span><\/p>\n<\/li>\n<li data-start=\"2311\" data-end=\"2352\">\n<p data-start=\"2313\" data-end=\"2352\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">dati del lavoratore;<\/span><\/p>\n<\/li>\n<li data-start=\"2353\" data-end=\"2394\">\n<p data-start=\"2355\" data-end=\"2394\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">tipologia contrattuale e percentuale oraria;<\/span><\/p>\n<\/li>\n<li data-start=\"2395\" data-end=\"2436\">\n<p data-start=\"2397\" data-end=\"2436\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">retribuzione mensile prevista e aliquota contributiva;<\/span><\/p>\n<\/li>\n<li data-start=\"2437\" data-end=\"2517\">\n<p data-start=\"2439\" data-end=\"2517\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">sede operativa di lavoro.<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2519\" data-end=\"2540\"><strong data-start=\"2519\" data-end=\"2540\">6. Esempi pratici<\/strong><\/p>\n<p data-start=\"2542\" data-end=\"2554\"><em data-start=\"2542\" data-end=\"2554\">Esempio 1:<\/em><\/p>\n<p data-start=\"2556\" data-end=\"2634\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Un\u2019azienda lombarda assume il 1\u00b0 ottobre 2024 un giovane di 28 anni, mai occupato a tempo indeterminato. Presenta la domanda all\u2019INPS e, una volta approvata, beneficia di un esonero contributivo di 500 euro mensili per 24 mesi.<\/span><\/p>\n<p data-start=\"2636\" data-end=\"2648\"><em data-start=\"2636\" data-end=\"2648\">Esempio 2:<\/em><\/p>\n<p data-start=\"2650\" data-end=\"2728\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Un\u2019impresa pugliese intende assumere il 1\u00b0 giugno 2025 un giovane di 30 anni. Presenta la domanda all\u2019INPS il 15 maggio 2025. Dopo l\u2019approvazione, effettua l\u2019assunzione e beneficia di un esonero contributivo di 650 euro mensili per 24 mesi, a condizione che l\u2019assunzione comporti un incremento occupazionale netto.<\/span><\/p>\n<p data-start=\"2730\" data-end=\"2762\"><strong data-start=\"2730\" data-end=\"2762\">7. Portabilit\u00e0 del beneficio<\/strong><\/p>\n<p data-start=\"2764\" data-end=\"3060\">In caso di cessazione anticipata del rapporto di lavoro, il beneficio residuo pu\u00f2 essere trasferito a un nuovo datore di lavoro che assuma lo stesso lavoratore, purch\u00e9 l\u2019assunzione avvenga entro il 31 dicembre 2025 e siano rispettate le condizioni previste.<\/p>\n<p data-start=\"3062\" data-end=\"3089\"><strong data-start=\"3062\" data-end=\"3089\">8. Recupero in Uniemens<\/strong><\/p>\n<p data-start=\"3091\" data-end=\"3235\">Per il recupero dell\u2019esonero, il datore di lavoro deve utilizzare i seguenti codici nel flusso Uniemens:<\/p>\n<ul data-start=\"3237\" data-end=\"3367\">\n<li data-start=\"3237\" data-end=\"3282\">\n<p data-start=\"3239\" data-end=\"3282\">EG35 per l\u2019esonero ex comma 1 dell\u2019art. 22;<\/p>\n<\/li>\n<li data-start=\"3283\" data-end=\"3367\">\n<p data-start=\"3285\" data-end=\"3367\">ES35 per l\u2019esonero ex comma 3 dell\u2019art. 22.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3369\" data-end=\"3557\">\u00c8 necessario indicare anche il numero di protocollo della domanda telematica e gli importi della retribuzione imponibile e dell\u2019esonero conguagliato.<\/p>\n<p data-start=\"3559\" data-end=\"3592\"><strong data-start=\"3559\" data-end=\"3592\">9. Considerazioni strategiche<\/strong><\/p>\n<p data-start=\"3594\" data-end=\"3849\">L\u2019esonero per l\u2019assunzione di giovani under 35 rappresenta un\u2019opportunit\u00e0 strategica per le imprese che intendono investire in capitale umano giovane e stabile, con un significativo abbattimento del costo del lavoro.<\/p>\n<p data-start=\"3851\" data-end=\"4055\">Per massimizzare i benefici e garantire la conformit\u00e0 alle normative, \u00e8 fondamentale un\u2019analisi approfondita delle condizioni di accesso e delle procedure operative.<\/p>\n<p data-start=\"3851\" data-end=\"4055\">\n<p data-start=\"3851\" data-end=\"4055\"><script>\nvar
