2026 budget law: what has been approved and what changes

Budget law

The measures of the budget law, one card at a time

This page gathers the measures of the 2026 budget law and related provisions. For each one you will find the rule, the start date, the end date, the legal reference with the paragraph and the link to the official source, the status (in force, awaiting implementation, expired or under discussion) and the date of the last check.

You can write a question in plain English in the «Ask the budget law» box: the answer is put together from the card texts, with no automatic generation of content, and always shows the legal reference and the source. If the cards hold no match, the page says so and refers you to the firm.

Last updated: 7 November 2026. There are 41 cards: 32 measures in force, 5 awaiting implementation, 3 expired and 1 under discussion (the 2027-2029 budget bill, not yet approved). Topics covered include personal income tax rates, hyper-depreciation and the tax credit for the single ZES area, IRAP, social security exemptions for hiring young people, women and mothers, the special regimes for flat-rate taxpayers, performance bonuses and night work, fringe benefits and meal vouchers, 2026 INPS and INAIL contributions, the settlement of tax-collection notices and the new consolidated income tax code applying from 2027. Each card shows the rule, the paragraph and the official source.

How to read the cards

The status of each measure

«In force» means a measure that already applies. «Awaiting implementation» means an approved rule that needs a decree or operating instructions not yet available. «Expired» means a measure whose term has passed. «Under discussion» means a proposal that is not law and may change or fall during parliamentary examination: it sits in a separate section.

Verified and to be verified

A card is «verified» when the text has been read on an official source (Normattiva, the Official Gazette, INPS, INAIL, the Chamber of Deputies). If some data has not been checked, the card stays «to be verified» and the note states what was read and what was not.

How it is updated

The cards are re-read on the official sources every week. Each update carries the date of the last check and a line in the history at the bottom of the page.

Limits

What the page does not do

The page describes the rules in general terms and does not assess your case. Amounts, requirements and deadlines should always be compared with the official text. The measures of the 2027 budget bill are shown only as proposals.

The sources

Only official sources are used: laws, circulars and documents of agencies and ministries. The summaries are reworded and do not reproduce third-party texts.

Related tools

Many cards point to the firm’s calculators, for example those on hyper-depreciation, labour cost or the flat-rate regime, and to the registers of calls and employment incentives.
